I was just able to access the Hotmail login page from my SBC
residential DSL (an older, grandfathered static-IP allocation, rather
than one of the newer dynamic PPPoE types). No problems at all.

I've recently been helping out a friend with some SBC DSL issues, for
his PPPoE SBC DSL line at home. In doing so, I've observed that
the SBC Yahoo DSL "installer" disk does some rather annoying
things to a normal Windows IE configuration... it seemed to intercept
all initial attempts to bring up the browser and "hijack" them to a
local configuration-management page. It's also been reported that
the SBC disc also installs some spyware/adware.
I'm not sure how much of his problem was from the SBC software itself,
and how much was due to the numerous (Ghu! unending plagues!) of
spyware, adware, viruses, trojans, etc. which had invested his system
as a result of his putting a Windows ME machine directly onto a DSL
modem line. Uggh. Even after several hours of attempted disinfection
in safe mode, there's still something hijacking his home page to a
list of ads for Viagra and penis enlargers.
I've gotten him to install XP and download the updates, I've installed
Mozilla Firefox and encouraged him to use it in place of IE, I've
turned on the XP software "firewall", and I bought him a Netgear DSL
router/WAP/firewall box. If I thought I had to time to teach him to
use a decent Linux setup, I would.
So... if you're finding yourself unable to access certain web sites
for no terribly good reason, I'd encourage you to run an up-to-date
set of antiviral, spyware, and ad-ware scanners/eliminators. Some of
these are known to redirect Web accesses in nasty ways.
